3 DAY APS APPROVED CDM CO-ORDINATOR TRAINING COURSE
This course is aimed at those within the construction industry who wish to practice as CDM Co-ordinators and manage the requirements of CDM Co-ordination to a professional and benchmarked standard set by APS. The course will benefit those who may have considerable experience as CDM Co-ordinators and who wish to check their standard of practice and to have it acknowledged.
The full benefit of CDM can only be realised by meeting the philosophy implied within CDM that requires that the CDM Co-ordinator is a proactive and fully integrated member of the project team.
In order to achieve that objective, the course deals with all aspects of CDM Co-ordination management including:
- the CDM Co-ordination process
- providing the service
- procurement issues as well as the legal aspects
- implications with outcomes required to be met for each syllabus component based on one or more of the following: “awareness of; knowledge of; understanding of’; ability to”
Those who wish to undertake the course should be familiar with and have knowledge of construction health and safety risk management including:
- H&S Law and frameworks
- CDM and other relevant construction related health and safety Regulations
- How the construction industry is organised including different forms of procurement and contracts
- Typical duty holder roles and responsibilities as they apply within CDM and other regulation and contract conditions

CDM CO-ORDINATION - SHOWING COMPETENCE RESOURCES AND CAPABILITY
Focuses on:
The experience, knowledge, skills and resources that a CDM Co-ordinator should be able to demonstrate.
Procedures covered:
Developing competence, resources and capability relevant to CDM Co-ordination
Establishing resources to meet specific project needs
Providing evidence of competence, resources and capability to a Client
ADVISING AND ASSISTING THE CLIENT WITH ARRANGEMENTS FOR MANAGING THE PROJECT
Focuses on:
Advising and assisting the Client in the steps that must be taken to ensure that suitable arrangments are made, maintained and reviewed by duty holders and with the arrangments the Client needs to make to ensure that Client duties are discharged throughout the project.
Procedures covered:
Establishing roles and duties with the Client
Assisting the Client with making the arrangements that the Client needs for managing the project
Asssiting the Client with making sure that arrangements are maintained and reviewed
Assisting the Client with additional management services
ADVISING AND ASSISTING THE CLIENT: APPOINTMENTS
Focuses on:
The agreement between the CDM Co-ordinator and the Client, other appointments and engagements by the Client, and the statutory and contractual relationships between the CDM Co-ordinator and others involved in the project so that Client requirements are properly discharged.

Establishing terms of appointment as CDM Co-ordinator
Advising on the appointment of others
ADVISING AND ASSISTING THE CLIENT: NOTIFYING THE HSE
Focuses on:
The procedures and requirements that the CDM Co-ordinator has to discharge to ensure that the HSE is notified of the particulars of a project including a declaration of awareness of duties by the Client.

Confirming that notification is required
Obtaining Client declaration and approval of notification by the Client
Notifying the HSE
ADVISING AND ASSISTING THE CLIENT ON THE COMPETENCE, RESOURCES AND CAPABILITY OF OTHERS
Focuses on:
Establishing the adequacy of competence and resources, and giving advice.
Procedures covered:
Considering critical assessment issues
Carrying out assessments
Advising on findings
CO-ORDINATION AND CO-OPERATION IN PLANNING AND PREPARATION FOR CONSTRUCTION WORK
Focuses on:
Ensuring that suitable arrangements for co-ordination of Health and Safety during the planning and preparations for project construction work are made and that co-operation and co-ordination and the general principles of prevention are facilitated.
Procedures covered:
Making sure that suitable co-ordination arrangements are put in place
Making sure that suitable co-ordination arrangements are in place during construction
Maintaining and reviewing implementation of co-ordination
Co-ordination when alternative forms of procurement are used
Resolving co-operation or co-ordination problems
ADVISING AND ASSISTING THE CLIENT: PROVIDING INFORMATION
Focuses on:
Identifying, extracting, compiling, providing and using project Health and Safety related information.
Procedures covered:
Maximising the value of information in Risk Management
Providing information to those who need it to inform design and planning
Providing pre-construction information to inform safe construction
WORKING WITH DESIGNERS - ON RISK REDUCTION AND HEALTH AND SAFETY MANAGEMENT IN DESIGN
Focuses on:
The involvement of the CDM-C with Designers and the ways they manage Health and Safety in response to their duties to eliminate and reduce hazards and risks and provide adequate information about any residual hazards and resultant risks.
Procedures covered:
Identifying Designers and their involvement in the project
Establishing Designer understanding of Design Risk Management duties
Establishing how Designers manage Health and Safety design risks
Monitoring and reviewing Health and Safety Design Risk Management procedures and results
WORKING WITH DESIGNERS ON THE SUITABILITY AND COMPATIBILITY OF DESIGNS
Focuses on:
The CDM-C's duties to take all reasonable steps to ensure that those designing provide, inter alia, suitable and compatible designs in terms of Health and Safety for initial construction, for use as places of work, for maintenance, for future construction works and for demolition; and the Client's duties to ensure suitable management arrangements are made by others.
Procedures covered:
Reviewing what the CDM-C has to do
Reviewing the suitability and compatibility of designs
Providing Clients and others with appropriate periodic feedback
ADVISING AND ASSISTING THE CLIENT ON THE START OF CONSTRUCTION
Focuses on:
Advising and assisting the Client on the duty to ensure that construction work does not commence until a Construction Phase Plan, that is compliant with the Regulations, has been prepared and that the Client is satisfied that welfare facilities will be available during the construction phase.

Checking welfare provisions
Advising the Client
DEALING WITH DESIGN WORK DURING CONSTRUCTION
Focuses on:
The way Health and Safety is managed in relation to design that takes place during the construction phase and getting information to those who need it.
Procedures covered:
Establishing the extent of design work and CDM-C involvement
Provide CDM Co-ordination during the construction phase
DELIVERING A SUITABLE HEALTH AND SAFETY FILE
Focuses on:
Passing on information needed for future construction work (including cleaning, maintenance and demolition work).
Procedures covered:
Agreeing the File structure with the Client and establishing information requirements
Managing contributions and preparing the File
Ensuring File information is suitable
Passing the File to the Client and explaining its use and the Client's duties
